The main objective of lifecycle services from design stage is the design of new or changed services for introduction into the environment is important that a holistic approach to all aspects of the design was adopted, and that when change or modify any of the individual elements of design all other aspects considered. So when designing and developing new applications, this should not be done in isolation, but must also consider the impact on overall service, management systems and tools (eg, service portfolio and service catalog), then the architecture, technology, processes and management services as required measurements and metrics. This will not only ensure that the functional elements addressed by design, but also that all management and operational requirements is intended as a fundamental part of the design and not added as out of date.

Not every change in the IT services will require the encouragement of service design activities. It will only be required where there is 'significant' changes. Each organization must determine what is considered 'essential' so that everyone in the organization clear when the service design activities instigated. Therefore, all changes must be assessed their impact on service design activities to determine whether they are significant in terms of services that require the design activity. This should be part of the management of change impact assessment process of transition in the publication of ITIL service.
